Upton Warren Parish Council - Statement of Intent

The aim of Upton Warren Parish Council is to serve the people of Upton Warren Parish by protecting the natural environment, the Green Belt and the Conservation Area for future generations, whilst enabling appropriate development that maintains the rural nature of the Parish.  It will ensure that full consultation is undertaken with Parishioners on any planned developments whether for commercial or housing purposes.

The Parish Council will, to the extent that it is able:

Seek to encourage small-scale commercial development appropriate to the agricultural background of the Parish whilst acknowledging the benefits to be obtained from the use of emerging technologies and the proximity to the regional central technology belt.

Support Wychavon District Councils existing District Plan that seeks to develop the southeast margins of the District in its accommodation of the Regional Spatial Strategy.

Seek to maintain the roads, hedges, verges and ditches in the Parish so that they are safe for all road users, free of litter and minimise the risk of flooding or other environmental hazard.

Influence and support Wychavon District Council and Worcestershire County Council in maintaining a safe environment, reducing crime and the fear of crime and encourage community activities including Neighbourhood Watch and other initiatives aimed at improving the quality of life for all Parishioners.

Encourage the use of and availability of public transport, minimise harm caused by excessive speed or weight of vehicles, encourage visitors to use appropriate and safe parking, and influence the relevant agencies to ensure that the A38 is maintained as safely as possible for pedestrians and other road users.

Encourage the participation of Parishioners in Council debates, ensuring that notice and minutes of meetings are made readily available by electronic or other means; enable a fair, open and democratic selection process encouraging elections to vacant Councillor posts, and ensure that the interests of the Parish are fairly represented at other forums.
